User Guide for cstechrep, a LATEX Style

Abstract
This is the user manual for a LATEX implementation of the Department's style guidelines for technical reports. It explains how to use the implementation to produce the various features of a technical report.

It will be helpful if the reader has had some experience with LATEX.
