Executive Summary
The EIS program was initiated by the Dept. Of Defense (USA) to address growing problems of engineering information management on DoD programs. Prior to the EIS program, between 1985- 1986, the DoD developed requirements for an electronic information processing system [The DoD Requirements for EIS Vol.1 and Vol.2] and the charter of EIS is to develop a set of EIS standards satisfying the requirements and prototype an environment which demonstrates the standards.
Specifically the proposed EIS was required to facilitate seamless and consistent information exchange between multiple organizations comprising of people and or computer systems and tools in a highly integrated fashion even if these organizations or the individual components were not originally designed and equipped to exchange information at any level.
