Abstract1
There has always been a need, for ways to help project managers in making better development effort and cost estimates for software systems. Such estimates are required in the initial stages of the software development cycle and are used for pricing, resource planning and scheduling purposes. But, at the time these estimates are made , many of the product and environment related factors are unknown. The limited information available is generally disorganized and cannot be used directly. Therefore, project managers find it difficult to make reliable and accurate development effort and cost estimates.
