I have been working on a program to do a similar thing. It is a webbased interface programmed in php which allows a user to submit files into a database, associate metadata, and assign them to a collection. The end result I'm going for is to be able to click a button and have it pull the files into a collection directory, write the metadata.xml file, and possibly allow for the submission of hierarchy files and the actual building of the collection.
