PREAMBLE
We, the members of the Affiliated Tribes of Northwest Indians
of the United States, invoking the divine blessings of the Creator
upon our efforts and purposes, in order to preserve for ourselves
and our descendants rights secured under Indian treaties and
agreements with the United States, and all other rights and
benefits to which we are entitled under the laws and Constitution
of the United States and several States, to enlighten the public
toward a better understanding of the Indian people, to preserve
Indian cultural values, and otherwise promote the welfare of the
Indian people, do hereby establish and submit the following
resolution:
WHEREAS, the Affiliated Tribes of Northwest Indians (ATNI)
are representatives of and advocates for national, regional, and
specific tribal concerns; and
WHEREAS, the Affiliated Tribes of Northwest Indians is a
regional organization comprised of American Indians in the states
of Washington, Idaho, Montana, Oregon, Nevada, northern
California, and Alaska; and
WHEREAS, the health, safety, welfare, education, economic and
employment opportunity, and preservation of cultural and natural
resources are primary goals and objectives of Affiliated Tribes of
Northwest Indians; and
WHEREAS, Affiliated Tribes of Northwest Indians in October
1986 established a Task Force to address the indirect cost and
P.L. 93-638 contracting problems and issues. The members of the
Task Force included W. Ron Allen (Chairman), Ken Smith, Jim
Sizemore, Robert Peterson, and Lloyd Coon; and
WHEREAS, the members of the ATNI Task Force were requested by
the Co-Chairman of the Senate Select Committee on Indian Affairs
to participate in the development of the amendments (S.1703 & HR
1223) to P.L. 93-638 that would remove many obstacles in the Self-
Determination Act process; and
WHEREAS, P.L. 100-472 has become law authorizing the
amendments; and
WHEREAS, an important proviso of the new law is that the
Tribes will participate in the drafting of the implementing
regulations; and
WHEREAS, ATNI recognizes that the development of these
regulations are extremely important as they will translate
legislative authorization into administrative terms and therefore
determine the effectiveness of the amendments to P.L. 93-638; and
WHEREAS, the administrative requirements imposed in the past
have more accurately reflected the interests of the managing
agencies as opposed to Congressional intentions; and
WHEREAS, the Northwest tribes have devoted a considerable
amount of time and effort in the development of the P.L. 93-638
amendments; and
WHEREAS, the Northwest tribes desires to continue with full
participation in the process of implementing the P.L. 93-638
amendments and their accompanying regulations; now
THEREFORE, BE IT RESOLVED, that ATNI does hereby request that
the Secretary of Interior include Lloyd Coon (ATNI Delegate) and
W. Ron Allen (ATNI Alternate) as members of the ATNI Task Force to
participate on the regulation writing team for the amendments to
the P.L. 93-638; and
BE IT FURTHER RESOLVED, that ATNI authorized its Task Force
members to continue its involvement in this process to assure that
the regulations for P.L. 100-472 (the 638 Amendment Bill) are
consistent with the intent of the law.
CERTIFICATION

The following resolution was adopted at the 1989 Winter
Conference of the Affiliated Tribes of Northwest Indians, at the
Executive Inn Hotel in Tacoma, Washington on February 1-3, 1989
with a quorum present.
