                           RESOLUTION 81-16 

          RESOLUTION OF SUPPORT AND RESTORATION OF ALL INDIAN 
                    EDUCATION ENTITLEMENT PROGRAMS  
     
     WHEREAS: Indian Youth have been identified as the future of 
     Indian Tribes and the need for continued Indian Education 
     Programs is essential to insure a viable and secure future; 
     and  
     
     WHEREAS: educational opportunities to Indian students are 
     proposed to be cut or eliminated causing the Indian youth to 
     suffer immeasurable damage; and  
     
     WHEREAS: the level of Indian educational attainment has 
     dramatically increased since educational opportunities have 
     increased, enhancing the basic right to an education as a 
     Constitutional Right.  
     
     NOW, THEREFORE BE IT RESOLVED: that the Affiliated Tribes of 
     Northwest Indians requests the Congress of the United States 
     to disallow any reduction in educational opportunity 
     programs that affect American Indian youth.  
     
     BE IT FURTHER RESOLVED: that the Affiliated Tribes of 
     Northwest Indians rejects displacement of other funds for 
     services to Indians in lieu of educational program support.  
     
                             CERTIFICATION 

     The foregoing resolution has been adopted at the special 
     meeting of the Executive Council of the Affiliated Tribes of 
     Northwest Indians May 26, 1981 at the Sheraton Hotel, 
     Spokane, Washington.
