                      1989 Winter Conference
                        Tacoma, Washington

                         Resolution #89-01

                             PREAMBLE

     We, the members of the Affiliated Tribes of Northwest Indians 
of the United States, invoking the divine blessings of the Creator 
upon our efforts and purposes, in order to preserve for ourselves 
and our descendants rights secured under Indian treaties and 
agreements with the United States, and all other rights and 
benefits to which we are entitled under the laws and Constitution 
of the United States and several States, to enlighten the public 
toward a better understanding of the Indian people, to preserve 
Indian cultural values, and otherwise promote the welfare of the 
Indian people, do hereby establish and submit the following 
resolution: 

     WHEREAS, the Affiliated Tribes of Northwest Indians (ATNI) 
are representatives of and advocates for national, regional, and 
specific tribal concerns;  and 

     WHEREAS, the Affiliated Tribes of Northwest Indians is a 
regional organization comprised of American Indians in the states 
of Washington, Idaho, Montana, Oregon, Nevada, northern 
California, and Alaska;  and 

     WHEREAS, the health, safety, welfare, education, economic and 
employment opportunity, and preservation of cultural and natural 
resources are primary goals and objectives of Affiliated Tribes of 
Northwest Indians;  and 

     WHEREAS, the Puyallup Tribe, on August 27, 1988, by a 2 to 1 
tribal membership vote approved a settlement of tribal land 
claims, and 

     WHEREAS, the settlement agreement requires the adoption of 
both state and federal legislation to implement their respective 
portions of the settlement, and 

     WHEREAS, the Affiliated Tribes of Northwest Indians is in 
support of land settlements when they are acceptable to the tribe 
involved and the rightful claims of the tribe are justly 
compensated, now 

     THEREFORE BE IT RESOLVED, that the Affiliated Tribes of 
Northwest Indians does hereby support the Puyallup Tribes's 
settlement agreement and pledges its support for the efforts fo 
the Puyallup Tribe, the State of Washington, and the United States 
in the unified pursuit of state and federal legislation to meet 
the obligations and commitments necessary to implement of the 
settlement agreement. 

                           CERTIFICATION

     The following resolution was adopted at the 1989 Winter 
Conference of the Affiliated Tribes of Northwest Indians, at the 
Executive Inn Hotel in Tacoma, Washington on February 1-3, 1989 
with a quorum present.
