                           RESOLUTION 81-19 
     
                 SUPPORT OF ALL INDIAN PUEBLO COUNCIL 

     WHEREAS: The Affiliated Tribes of Northwest Indians strongly 
     advocate Indian Self-Determination and the right of tribal 
     governments to determine the educational goals and 
     opportunities for their membership; and  
     
     WHEREAS: The Pueblo Tribes of New Mexico in pursuit of self-
     determination as the best possible educational opportunities 
     for their children are in desperate need for the utilization 
     of a BIA facility located in Santa Fe, New Mexico, for the 
     education of their children; and  
     
     WHEREAS: The Pueblo Tribes have waged a two and one-half 
     year battle for the utilization of a facility which is 
     rightfully theirs and have received the support of NCAI, 
     NTCA and numerous tribes and national organizations; and  
     
     WHEREAS: The present programs located at the Santa Fe Indian 
     School Campus known as the Institute for American Indian Art 
     cannot justify and continue existence economically and due 
     to declining enrollment, the per pupil cost is in excess of  
     $16,000 per year and the growth under-utilization of the 
     facility (89 students presently which was built for 504 
     students, FY 81 figures); and  
     
     WHEREAS: The Institute for American Indian Art programs can 
     be relocated to another BIA facility located in Albuquerque, 
     New Mexico, known as the South western Indian Polytechnic 
     Institute (better known as SIPI) and such a move will not 
     adversely affect Indian Art and culture as perceived in IAIA 
     programs.  
     
     NOW, THEREFORE BE IT RESOLVED: that the Affiliated Tribes of 
     Northwest Indians support the efforts of the All Indian 
     Pueblo Council to obtain total utilization of Santa Fe 
     Indian School for the education of their children at the 
     earliest possible date; and  
     
     BE IT FURTHER RESOLVED: that the Institute for American 
     Indian Art programs be relocated at the SIPI or at any other 
     post-secondary facility.  
     
     
                             CERTIFICATION 

     The foregoing resolution has been adopted at the special 
     meeting of the Executive Council of the Affiliated Tribes of 
     Northwest Indians May 26, 1981 at the Sheraton Hotel, 
     Spokane, Washington.
