                          RESOLUTION #84-F-06

     WHEREAS, the Affiliated Tribes of Northwest Indians is in 
              support of its member Tribes pursuing their self-
              determination/self-sufficiency goals and 
              objectives; and  
     
     WHEREAS, the Affiliated Tribes of Northwest Indians 
              recognize that economic development is a vital part 
              of the Tribes pursuits towards self-
              determination/self-sufficiency and improving their 
              social and economic opportunities both on and off 
              the reservations; and  
     
     WHEREAS, the Bureau of Indian Affairs has an activity and 
              element within its budget categories that provides 
              for a wide range of economic development activities 
              including planning short and long range projects, 
              Overall Economic Development Plans, and 
              implementation of project(s); and  
     
     WHEREAS, the U.S. House, particularly the Sub-Committee on 
              Appropriations, has restrained the use of this 
              activity by the Tribes for any purpose within 
              economic development activities with the exception 
              of the special "Economic Development Initiative" 
              Program that is being implemented by the Bureau's 
              Central Office at the present; and  
     
     WHEREAS, the Tribes have a serious need for the availability 
              of this activity and element (3700/3100) for 
              planning, coordinating, and implementing the 
              various economic development projects pursued by 
              each Tribe. The Tribes need to have this 
              activity/element available immediately to plan 
              projects or implement projects for short range 
              purposes, but the Tribes also need to be able to 
              have access to this program activity for the ZBB 
              process if the Tribes have prioritized the need for 
              this program and wish to shift PL 93-638 
              contracting funds from other categories into 
              economic development; and  
     
     THEREFORE BE IT RESOLVED, that the Affiliated Tribes of 
              Northwest Indians does hereby urge the Bureau of 
              Indian Affairs to take whatever measures are 
              necessary to provide the availability of this 
              economic development activity (3700-activity/3100-
              element) for the use of the Tribes PL 93-638 
              contract funds; and  
     
     BE IT FURTHER RESOLVED, that the Affiliated Tribes of 
              Northwest Indians urges the U.S. House Sub-
              Committee on Appropriations and Chairman Sidney 
              R. Yates to support this effort and legislate the 
              appropriate language to authorize the full use of 
              this activity by the Tribes acknowledging the need 
              and consistency of this action with the 
              encouragements and funding opportunities by 
              Congress and the President for Indian economic 
              development goals. 


                             CERTIFICATION

     The foregoing resolution was duly endorsed at the Annual 
     Conference of the Affiliated Tribes of Northwest Indians, at 
     Spokane, Washington, on September 8, 1984, with a quorum 
     present and voting.
