                           RESOLUTION 81-12 

                RESOLUTION SUPPORTING A BUDGET "ADD ON" 
                     TO SUPPORT COMMUNITY COLLEGES  
     
     WHEREAS: the passage of the Tribally Controlled Community 
     College assistance Act of 1978 authorized the expenditure of 
     $4,000 per full time equivalent students; and  
     
     WHEREAS: There are fifteen tribally controlled community 
     colleges determined eligible to receive assistance under the 
     Act; and  
     
     WHEREAS: The Full time equivalent count of each of the 
     colleges has been substantiated by both a BIA and GAO audit; 
     and  
     
     WHEREAS: There is a need of an appropriation of 
     $17,180,000.00 to fully fund the tribal colleges at the 
     authorized amount (see attachment); and  
      
     WHEREAS: The BIA budget request is for $10,279,000.00; now 

     THEREFORE BE IT RESOLVED: That the Affiliated Tribes of 
     Northwest Indians request a budget "Add-On" for Fiscal Year 
     1982 of $6,901,000.  
     
     BE IT FURTHER RESOLVED: That the Affiliated Tribes of 
     Northwest Indians urge the Senate Indian Affairs Committee, 
     the House Post Secondary Education Subcommittee, the 
     Interior Appropriations Committee, and the House Ways and  
     Means Committee to support the "Add-On" request.  
     
                             CERTIFICATION 

     The foregoing resolution has been adopted at the special 
     meeting of the Executive Council of the Affiliated Tribes 
     of Northwest Indians May 26,  1981 at the Sheraton Hotel, 
     Spokane, Washington.
